Remarks
It emulates the arcade hardware, allowing the original Pac-Man ROMs to run (almost) unmodified. You'll need to supply your own ROM images (pacman.6e pacman.6f pacman.6h pacman.6j), and run either make.bat (Windows) or make (Mac/Linux/Un*x) to assemble the parts into the final pacemuzx.tap file.
